LORD GRIMSTONE OF BOSCOBEL KT

MINISTER FOR INVESTMENT

DEPARTMENT FOR BUSINESS, ENERGY & INDUSTRIAL STRATEGY

Lord Grimstone of Boscobel Kt was appointed unpaid Minister for Investment jointly at the Department for International Trade and the Department for Business, Energy & Industrial Strategy on 18 March 2020.

Before joining government, his career spanned the private and public sectors. His roles have included:

– chairman of Barclays Bank plc and Standard Life Aberdeen

– lead non-executive on the board of the Ministry of Defence

– chairman of financial services body, TheCityUK, from 2012 to 2015

– member of HM Treasury’s Financial Services Trade and Investment Board

Lord Grimstone has held board appointments across many sectors and served as one of the UK’s Business Ambassadors.

He also:

– conducted the Cabinet Office’s triennial review of the Civil Service Commission

– conducted the Cabinet Office’s Review of Public Appointments in the UK, which led to the Public Appointments Code

– led a taskforce to establish the new Centre for Public Services Leadership

He has a particular interest in UK-China and UK-India relations. He has joined several Prime Ministerial visits, including the annual Economic and Financial Dialogues between the countries. He also chaired TheCityUK China Market Advisory Group.

Lord Grimstone was knighted in 2014 for public service to defence and business.

Minister for Investment

The Minister for Investment’s responsibilities include:

– developing a new investment strategy

– promoting investment across all sectors

– business investor relations

– leading on the strategic relationship management programme cross-Whitehall, including account management of large UK investors

– covering departmental business in the House of Lords

– global marketing to attract investment

– increasing foreign direct investment (FDI) and portfolio investment into the UK

– promoting and supporting outward direct investment (ODI)

The minister does not have a formal area of policy responsibility in the Department for Business, Energy & Industrial Strategy (BEIS).

He works to ensure BEIS policy and sectoral engagement is aligned with DIT’s investment objectives.

RICHARD KASSEL

CAPALINO

Rich directs Capalino+Company’s Energy, Environment + Sustainability group, advising businesses and not-for-profit clients on a wide range of issues to help them thrive in the New York market.

Rich Kassel has been actively involved in the New York and federal environmental advocacy community since the 1990s, and is known for his creative issue-based advocacy campaigns. As leader of Capalino+Company’s Energy, Environment + Sustainability group, Rich works with companies and non-profit organizations to develop and implement low-emission, sustainable business strategies, and to facilitate the adoption of innovative building, energy, resiliency, solid waste, transportation, and water technologies, products, and projects.

Prior to joining Capalino+Company, Rich spent more than two decades working on a wide range of air, energy, climate, land use, parks, and transportation policies and projects at the Natural Resources Defense Council (NRDC) and directed the New York office of Gladstein, Neandross & Associates, a leading environmental consulting firm.

In those roles, Rich created NRDC’s “Dump Dirty Diesels” Campaign, which resulted in the clean-up of New York City’s transit buses and new federal programs to reduce diesel emissions by more than 90 percent. He also worked closely with the Bloomberg and de Blasio administrations on the transportation components of their PlaNYC and OneNYC programs, played a major role in the creation of the Hudson River Park, and co-founded an international organization that led the successful campaign to eliminate leaded gasoline worldwide.

Rich serves as co-chair of the NY chapter of Environmental Entrepreneurs and EPA’s Mobile Sources Technical Review Subcommittee where he advises the EPA on transportation and air quality issues.

SUYASH PALIWAL

COMMODITY FUTURES TRADING COMMISSION

Suyash G. Paliwal is Director of the Office of International Affairs (OIA) at the Commodity Futures Trading Commission. In his role, Mr. Paliwal advises Chairman Tarbert on cross-border issues and leads the CFTC’s international regulatory initiatives. OIA supports Chairman Tarbert in his international leadership roles including as Vice Chair of the International Organization of Securities Commissions (IOSCO) and Co-Chair of IOSCO’s Financial Stability Engagement Group. OIA also represents the Commission in international fora including IOSCO, OTC Derivatives Regulators Group (ODRG), and Financial Action Task Force (FATF), and spearheads the CFTC’s collaboration with the Financial Stability Board (FSB). Mr. Paliwal’s office also coordinates the agency’s efforts related to policies and initiatives of foreign jurisdictions and provides technical assistance to regulatory authorities globally.

Mr. Paliwal has spent the last decade handling international regulatory policy matters in both the public and private sectors. Prior to joining the CFTC, he served at the Federal Reserve Board, where he advised on Financial Stability Board matters, represented the central bank in the International Association of Insurance Supervisors and bilateral forums, developed international and domestic policy for the supervision of systemically important financial institutions and certain financial conglomerates (insurance savings and loan holding companies), and oversaw the supervision of large financial institutions. He led a team of supervisors in Europe and Asia to develop international standards on governance and risk management, advised Federal Reserve Board leadership on strategic international engagement and market developments, and was lead author of a proposed capital rule.

Prior to his government service, Mr. Paliwal spent more than five years working in private practice at White & Case and Allen & Overy, where he advised clients on complex international legal issues and derivatives regulations. Before entering law school, he worked for more than four years in the financial services industry at Ernst & Young and Verisk Analytics, Inc.

MICHAEL SPELLACY

SENIOR MANAGING DIRECTOR, GLOBAL LEADER
ACCENTURE CAPTIAL MARKETS

With 25 years of distinguished global experience in the Capital Markets industry, Mr. Spellacy is an executive leader, investor and advisor, driving critical business and technology insights to Boards and C–Suite executives. He has led complex global business agendas and achieved bottom-line results ranging from $1B+ in revenue increases to $2B+ in cost-improvement.

Mr. Spellacy is recognized globally as a proven Technology and Private Equity leader with a track record in developing, implementing and investing in innovative technologies in the financial services industry, especially data, analytics and AI across the Capital Markets.

Michael is currently a Senior Managing Director for Capital Markets at Accenture, responsible for the industry group’s overall vision and strategy, investment priorities and supporting ecosystem of alliance partners. Mr Spellacy leads Accenture’s Asset Management, Wealth Management, and Investment & Trading businesses.

Previously, Mr. Spellacy was a Partner at Broadhaven Capital, an industry leading independent investment bank and private equity investor serving the financial services and technology sectors. Broadhaven is globally recognized for leading landmark capital markets and technology transactions, including serving as advisor to ICE in its acquisition of the New York Stock Exchange, and completing over $25Bn of announced transactions in the last three years.

Mr. Spellacy was previously a Management Committee Senior Executive at Bridgewater, a globally recognized money manager and the largest hedge fund in the world. In this role, Michael led Bridgewater’s $130B AuM Transformation Program. He also led Client Service & Marketing and served as key external client interface to Bridgewater’s investor base of sovereign wealth funds and world class asset owners, prospects, and regulatory and third-party bodies.

Michael was also a Partner and Managing Director at the Boston Consulting Group (BCG) where he led the firm’s global Alternative Investments Practice. Additionally, Michael served as lead Partner in BCG’s industry recognized Asset Management practice providing strategic business advisory services to global asset managers, sovereign wealth funds, and asset owners.

Michael has been recognized as a member of the Global 100 Irish Business Leaders, and has published and been cited in leading news sources, journals and periodicals. He received his B.S. (Econ) and Dp. Econ. Sc. from the London School of Economics, MBA from the University of Hartford, and has undertaken advanced professional training at CalTech.

MARK TUCKER

GROUP CHAIRMAN
HSBC HOLDINGS PLC

Mark Tucker was appointed to the Board of HSBC Holdings plc with effect from 1 September 2017, and assumed his role as non-executive Group Chairman on 1 October 2017. He also chairs the Nomination Committee.

Mark Tucker is also non-executive Chairman of the Discovery Group of South Africa and, since 1 June 2019, Chairman of TheCityUK.

He has over 35 years’ experience in the financial services industry in Asia, the US and the UK, including 25 years based in Hong Kong. Mr Tucker was most recently Group Chief Executive and President of AIA Group Limited (AIA). He joined AIA in July 2010 and spearheaded its world record-breaking initial public offering in Hong Kong in October 2010. AIA is now the largest life insurance company in the world.

Prior to AIA, Mr Tucker held various senior management roles with Prudential plc. He was the founding Chief Executive of Prudential Corporation Asia Limited from 1994 to 2003. Mr Tucker was also on the Board of Prudential plc for over 10 years, serving as its Group Chief Executive from 2005 to 2009. From 2004 to 2005 Mr Tucker was Group Finance Director, HBOS plc.

Mr Tucker served on the Court of The Bank of England as a non-executive director from June 2009 to May 2012, where he was a member of both its Financial Stability and Audit and Risk Committees. From November 2012 to April 2017 he was an independent non-executive director of the Goldman Sachs Group.

Mr Tucker is an Associate Professor at the Chinese University of Hong Kong. He serves on the Asia Business Council and the Advisory Board of the Asia Global Institute. He is also a member of the International Advisory Board of the Edinburgh Festival International. Mr Tucker was appointed to the Board of Directors of the Peterson Institute for International Economics in May 2018.

Mr Tucker is chair of the UK Multinationals Chairmen’s Group, and with effect from September 2020 Mr Tucker became a member of the Trade Finance Advisory Group of the International Chamber of Commerce, and a member of the UK Department of Trade’s Financial Services Trade Advisory Group.

Mr Tucker qualified as an Associate of the Institute of Chartered Accountants in England and Wales (ACA) in 1985.

He is married with two children and his interests include football and the arts.
